When Hurricane Melissa made landfall in Jamaica last October 28, it was the strongest on record to hit the island. The damages quickly piled up. At least 45 people were killed and 279,000 displaced. The hurricane left $8.8 billion in damages in its wake. The surprise, however, is that this disaster didn’t affect the sovereign’s borrowing costs, helping to prevent debt from adding to its problems.
